The Grand Conclave

The Grand Conclave is the ruling assembly of a free city, the council chamber in which the fractious powers that build and defend Sigmar's settlements are forced to govern together. Every one of the Cities of Sigmar is a fragile alliance of very different peoples, and the Conclave is where those peoples argue, bargain, and occasionally cooperate. It is government by uneasy compromise, and in the perilous frontier of the realms, compromise is often all that stands between a city and ruin.

The composition of a Conclave mirrors the powers that keep a city alive. Merchant guilds and mercantile houses command its wealth, generals and militia captains its defence, arch-priests its faith, and magisters of the arcane its sorcerous might. Where a city hosts a garrison of Stormcast Eternals, their lords sit among the council too, lending the weight of Sigmar's own warriors to its deliberations. No single faction rules outright; each guards its privileges, and the balance of power shifts with every crisis and every fortune won or lost.

This is deliberate, for the free cities were founded amid a war for survival, and their makers feared the tyrant as much as the daemon. By dividing authority among rival estates, the Conclave ensures that no ambitious general or grasping guildmaster can seize a city whole. The cost is endless friction; sessions can descend into bitter feuds, and decisions that should take an hour may take a season.

Yet when the horns of war sound, the Grand Conclave has proven able to set its quarrels aside with startling speed. Faced with a besieging horde or a hidden cult uncovered, its members remember that a divided city is a dead one. In such moments the Conclave becomes what it was always meant to be, the single voice through which a city of many peoples resolves to endure, and hurls its combined strength against the dark.
